Criminal Division

Payment Hearing Officer

Our office is pleased to provide a Payment Hearing Officer who works together with the Court and individuals who require setting up pay arrangements on criminal, traffic, misdemeanor and DUI cases. The Payment Hearing Officer is located in the Circuit Clerk’s Office on first floor, Suite 101. To appear in person, please check in at the self-check in kiosks within the front lobby of the Circuit Clerk’s Office or at the counter.

If you missed a previously scheduled appointment to setup pay arrangements, you must appear in court to ask to setup another appointment.

At your appointment you will be required to fill out a form indicating your financial situation to determine payment amounts, called a Financial Affidavit.

In September, we will begin allowing previously set individuals who weren’t able to enter the Courthouse to see the Payment Hearing Officer remotely through a new virtual opportunity. If you receive a notice to appear virtually and have questions, email our Payment Hearing officer at [email protected] or call our office at 309-558-3538.

Collection Fee Amnesty Program - Frequently Asked Questions

We are excited to announce an AMNESTY PROGRAM for people who have unpaid criminal and traffic fines and fees. From now through October 25th if a person with unpaid fines and fees brings their account(s) current, they can avoid their case(s) being referred to a collection agency. Cases which are referred to a collection agency can have an additional 30% + interest added by state statute. The court does not receive the additional collections fee added. The amnesty period is not for cases(s) previously referred to a collection agency and the fee cannot be removed once referred.

This is an excellent opportunity to save the additional amount which could be added and to also avoid their income tax returns from having the debt deducted from any potential return. We are thrilled to offer this resource to those we serve and are available to assist where possible to make this program as easy as possible to bring the accounts current.

To assist those with unpaid fees, our office is here to help by offering remote or in person hearings. In either format a person can setup a payment plan or restart a delinquent payment plan. Resuming a former payment plan is another way of taking advantage of this program. Remote hearings are highly recommended during the pandemic and are the suggested method if a person cannot pay the entire delinquent amount. Remote hearings prevent a person from missing work, needing to find childcare and/or to mitigate exposure to COVID-19.

If you are interested taking advantage of this program and/or would like to be scheduled to see our Payment Hearing Officer, please send an email to [email protected], call 309-558-3538 or bring your account current. There is additional information available for researching the amount owed, contacting our office to be scheduled or logging into our remote system on your scheduled day/time to see our hearing officer at http://www.rockislandcounty.org/CircuitClerk/CriminalDiv/PaymentHearingOfficer/
